A german technique of cutting out silouettes of items is call scherenschnitte. I am not sure if it involves paperfolding. Try googling it.

In German, it is called Sherenschnitte- meaning scissor cutting.
Some artists just cut with white or black paper- I have a friend that uses colored pencils and colors one part of her design in so you can imagine what the whole piece looks like if it was colored in. Silhouette cutting is different- it is used to cut a likeness of a person looking at the person from a side view.
Both of these techniques use very small tipped scissors, that are very sharp.
Remember when people cut out a line of paper dolls? You have to fold the paper in a way that you cut multiple images and then unfold them.
Origami is a Japanese folding technique that turns a square piece of paper into an animal or a flower or some other kind of item.

it is polish folk art: called wycinanki (pronounced vee-chee-non-key, pluralis): paper cutout (cuttings?) I guess would be the best english term for it
