Yes, I do believe all teachers should be tested, registered, and certified. An electrician who comes to your home to wire your house must be registered, licensed, and certified. Why shouldn't a person who is responsible for teaching the future leaders of our nation?

There are already provisions in the No Child Left Behind act that require all public schools in all 50 states to have certified teachers in the classrooms. A requirement is that teachers be "highly qualified" in the subjects they teach, which means a degree in the subject, and the successful completion of a federally regulated certification test.
As it stands...the deadline for this provision is June 30, 2006. Sadly, however, no state will have complied 100% with this provision, and therefore will need to seek extensions.
It's one of the few sections of the bill that was well thought out...but maybe not implemented as well as it should have been.

The jobs that teachers do is way to important for them to not have to pass a test showing general knowledge and competency. That test should also determine the grade level that they teach and the number of students that should be under their tutelage.

Hmmm...not sure what you mean by "general knowledge." It seems most of us here are assuming you mean knowledge outside their subject area, and you've plenty of answers for that.
"cometence" I'll assume means pedagogical knowledge (as opposed to subject matter knowledge).

We already do have to! Every state requires teachers to pass competency exams in general knowledge, basic academic skills, professional knowledge, and their specialty/content areas.

Yes, they should be tested yearly and made to update their skills. Most professionals have to do this, students have to pass a test each year, so teachers should also have to pass the test. If they are unable to pass, then they should be removed and should have to take classes . Its only fair now isnt it??
