About 40 percent of the Earth's surface is now underlain by continental crust. The major component is Granit The Continental crust contains some very old rocks that were formed during the Precambrian between 3 and 4 billion years ago.

It depends on where you are and how deep in the crust you are. The continental crust started to differentiate from the mantle about 3.9 billion years ago, when scientists think the entire earth was molton rock. Continental crust is being formed today due to oceanic (and continental) crust being subducted by continental (and oceanic) crust. I think the most correct answer then is 650 million years ago.
