No clue - it was planned in the 1950's, lots of nice black and white school films explaining how the metric system works and why we were going to adopt it as our national system... then nada. *shrugs*

Probably just economic reasons at this time -- the entire industrial machinery would have to be re-tooled. Think about it -- not just the automotive industry , but every manufacturer-- the machines that make them, the tools for working on them, even down to the containers that ship them.
