I want to know the name of the person who came up with the idea that you had to have so many windows per square feet in a home?

No one person came up with all of the criteria HUD uses when determining the minimum standards for housing financed by their agency. I am sure the original standards were developed by a team of people and approved by the HUD Secretary. They have been broadened and modernized through the years as technologies have changed.

HUD sets minimum housing standards for two reasons. Before financing a house, their standards make sure that the house is habitable and meets minimum standards for structural stability, santiary systems, water supply, basic utilities, etc.. This protects both the homeowner and HUD. The homeowner who finances through HUD can rest assured that the house has met HUD standards, and in case of foreclosure, HUD has a property that it can resell.

The window requirement is most important in sleeping areas of the house. Building codes require that windows be of a certain minimum width and height (clear glass area) and that the sill is not over a maximum distance from the floor. These requirements are in place for the safety of the occupants in case of fire. They are a means of egress (escape) for an occupant and a means on ingress (entry) for a firefighter performing a rescue. HUD has adopted these standards for the safety of the homeowners who finance through them.

Other minimum window areas are set for a variety of reasons including ventilation, light source, resale value in case of foreclosure, etc..
