When your comuter is connected to the internet there is usually a small icon on the taskbar near the clock, mouse over the icon and the connection speed will appear.
If there is no icon on the taskbar goto control panel > Network and Internet Connection > Network Connections and right click on any of the connections and choose status (Windows XP)

Press Ctrl, Alt, Del together. Go to Task Manager. Select the Networking Tab. To to view at the top and select "Select Columns" Click the check boxes for Bytes Sent/Interval and Bytes Received/Interval (bottom left) Press OK. Then go back to view > Update Speed, and select High. Now at the bottom of the window in the bytes sent and bytes received you will see the current speed of your connection in KBPs

Google 'Internet Bandwidth Test' and you should get a dozen hits for free Internet testing utilities. Remember that on each site only run the test once. Once you have run the test the results can be cached on your computer, provider etc.. which can skew the results.
