The monitor is displaying colors in a bright neon glow while everything else is dull/cloudy, I changed the monitor and the same thing which means the computer but does anyone know exactly what?

For some video cards, there are settings where you can make certain colors appear more vibrant than others. Check your monitor settings in Control Panel -> Display -> Advanced.

There are 3 common causes for this.
1. Your monitor may need to be Degaussed. If you have setup buttons on your monitor, usually there is an option to degauss your monitor. You may need to repeat this a few times until your color is correct.
2. Something can be giving magnetic interference to your monitor. These could be items such as an unshielded speaker, a sheet metal cabinet, etc.
3. Unfortunately, the last common thing is your monitor could be failing. It is usually cheaper to replace a failing monitor than repair it.

Most likely needs to be degaussed.

Maybe your video card has some issues. But first check the video driver settings. Maybe reset to defaults and see if that change anything. It may be that gamma setting is to high, also there is a color "vibration" setting for some LCD panels. Explore the settings in display properties, advanced.

Sounds like your video card is bad or possibly the DRIVERS for the video card are "glitched".

Would suggest you try booting in SAFE MODE which uses basic video to see if you get a correct color screen, etc.

*IF* you do, UNinstall the video drivers and REinstall them. Also, suggest you get the LATEST drivers for your card before you REinstall drivers. You can find the Latest Drivers at the Video Card's Manufacturer's website. Usually listed under SUPPORT or DOWNLOADS

the incorrect computer screen setttings on your exhibit. proper click on a sparkling spot on your laptop. Left click on homes (on the bottom of the menu record) elect the "Settings" tabbed web page. replace the settings to at least some thing like 1024x768 or 640x480

Move anyting magnetic away from your monitor, Phones, Speakers, etc...

Turn off your computer, unplug your monitor from computer and replug it back to the computer.
