Many rental car companies will rent to individuals who are at least 18. They just add a fee to you bill. Last year some friends and I rented a vehicle from enterprise and had to pay a $45 under aged driver fee. Some companies may require that you purchase the additional insurance coverages on the vehicle as well.

at enterprise you can rent if you are under 25, but they will charge you a daily fee for being under 25. It is usually like $50 a day, plus the price of the rental plus insurance. so it will be pricey!

Most rental car agencies will ONLY rent to under 21 if you are military.

you might get a better answer if you asked this question in the cleveland section, cincinnati is definitely not northeast ohio, but i've always found you have to be 25

in almost all states you have to be 25 to get a rental car we were going to flordia and we couldnt get a car we had to take a cab everywhere...my husband and i have good credit but the age thing is for their taxes and btw we have clean driving records so good luck to you i still havnt found a place
