Case to case bases,not for all, government has its own program and scheme how to control their migrants and more resposible for those who are burden in the countries,US govnt could possiblt not held for the responsibilities, because some of illegal aliens are become a big problems,no shelters,no jobs, doing illegal business and so on and so forth!
