You'll have a tough time finding an all-tube amp for under $200. There are a few with tube pre-amps that can be had in that pricerange -
Vox Valvetronix AD15VT
Epiphone Valve Junior
Kustom Tube 12A
All have 12AX7 pre-amps with solid state. The first thing I'd do with any of these is change out the tubes, though, and drop in Groove Tubes or Sovteks

Vox makes a very decent amp but for under 200 your wattage will be low. For $200 you only be able to afford tha AD15VT model with only 15watts of power but with Vox Valvtronix technology it will still sound good. Just not loud enough to play with a band. Only a practice amp.

There's no such thing. Any tube amp worth having costs more than $200. You MAY find something used in that price range, but it will probably need work.
