I my personal opinion - they were parodies supposed to represent cartoon characters in general - particularly Disney and Looney Toones characters. They aren't any particular animal as much as they are a sum of many of them.

According to a song in one of the shorts, "What are we?", they answer Dr. Scratchnsniff's question of "Vhat are yu crazy kidts?", they could be any animal you can imagine, but they are Warners and Warners are "cuuute!". No real answer, I know. But they are lovable, so just enjoy. Faboo!

They looked a lot like a WB version of Goofy, so you could say dog, but the whole point was for us to never really be sure.
