To tone up your thighs you could put your back against a wall and lean against it and lower your self so that your legs are in a right angle position with your feet firmly on the floor, hold for 10 seconds and do this 5 times a day :)

Brisk climbing up and down a stair case, if it is in outdoors the better, this is the best exercise for slimming thighs and bottom

Go to Wal-Mart, buy runnig dumbells: 3lbls or 5 lbls. Run 3-4 times a week for a mile. Hydrate very well. More you hydrate, less you wanna eat, more pounds you loose. I lost 13 pounds in 2 weeks, only just jogging with dumbells and hydrating good.

do major pilates. it makes u really stress the thighs and legs muscles. since u arent using any wieghts, you relay on ur body to build muslce. it hurts like hell but you get use to it and it definitely makes a difference after a few weeks. you get tonner legs. but remember to work out and use wieghts to lift the legs because then u are just making them bigger. for stomach; do crunches and situps .no matter what new things come out.. that is the best way.
trust me. i exercise every day and i'm proud of the results.

use BMI to check and confirm if she is overweight, if not, then just focus on exercise with correct diet.
do the right exercise to address the spot, eg running, walking, cycling, step climbing, etc. All available in gym,
Also need to use cellulite cream to massage on the thighs to help burn the fat layer under skin,

She needs to increase her metabolism. I recommend that she walks with a friend first thing in the morning. A good trick to get your body to burn fat is to talk while walking. As long as you don't breathe through your mouth your body is burning body fat. Just keep at it for about 30 minutes every morning and she will see the fat melt away. Further, exercising before breakfast increases your metabolism all the way through lunch, thus, you burn off breakfast and lunch.

take a bike ride for a couple of miles, drink a bout a liter of water before, during, and after the ride

Super squats , squat down and then jump up in the air every day.
cruches for 3 min
super squats for 1-2 min
this is called target toning, not target weight loss, and it will show results quickly. Don't eat icecream unless its one scoop on some fresh strawberrys or mango or peaches etc.

Pilates is a good way to slim down, also walking, and yoga is really good as well.

Well for her thighs she should either fast walk the track or go jogging for and hour. It really helps tone your legs.
