I have friends from germany and i think it is part of thier culture it might also be they think it polite to try and make eye conact

Many people from Central Europe are very direct in their mannerisms and may not smile as easily with strangers.
Once a friendship occurs then the situation changes and there is a great deal of warmth.

It is comman in europe countries for people, not just men, to be much more direct with eye contact than others from more consevitive countries. There is nothing rude intended, in fact, it is often a compliment. Women from Europe are not offended easily by this type of contact as they know and understand this is a common occurance and is meant as a compliment.

No, its a strategy by ALL men to stare and make eye contact with women who they may wanna f uck. It realy help, cause if you grab a hot gal, and try to drag her home withOUT eye contact, she is gonna be mad!!!!!
