Historically, the person considered the greatest is Jim Thorpe, who won a gold medal in the decathlon in the 1920's.
Generally, the person who wins the Olympic gold medal in this event is considered "the world's greatest athelete". This would make the person who had the highest overall score in Olympic history "the greatest athelete of all time".
If you are looking for a professional athelete as an answer, I won't touch that with a ten-foot pole. There are way too many sports and great atheletes to possibly pick only one. And even if you did, so many people would passionately disagree with you, we'd be better off not picking one person anyway!

Ali is the ultimate greatest athlete of all time, but since you asked for just the greatest than I would go with Michael Jordan and Tyson follows in that category as well.

Hands down, without a doubt, it was Jim Thorpe. Just look at all he did. On top of it all he did it during a time of descrimination and was 1/2 indian so it was one more thing for him to overcome.
