If you are not already well-versed in HTML, CSS and Javascript, you must begin with those -- web programming is concerned first with generating web pages. Until you can do that, there's no reason to learn a web-friendly programming language from which you can generate web pages that use live data and user input. If you're already set in the page creation arena, I would suggest learning Ruby and using it to build "Ruby on Rails" -- based web sites. You'll face a little steeper learning curve on the front end, but the grounding you'll gain from using an object-oriented language, "Model, View, Controller" application design and "best practice" web site implementation concepts will more than pay off, in the end.

It depends on what u r going to develop.
If u want to develop only static pages u can use Macro media dream weaver.
It is sumple to develop pages.
But if u want to use dynamic pages the language are j2ee,.net,php etc..
if u have some idea about java j2ee is the most commonly used and powerful tool.. If u dnt have any idea u can use .net. but it also requires some pgming logic

PHP, Javascript, vbscript or ASP.net
but the best for me is PHP. Search for PHP Triad or EasyPHP and Download it. You need to have a PHP Editor like macromedia dreamweaver or a freeware PHP editor which can be found in the internet. Goodluck.

Html. go to webmonkey.com and learn the 50 codes. Also get yourself a free editor, look for one on download.com (they keep changing). You should learn it in less than half a day...

php, it is easy and my personal experience is it can adapt to your programming style. I have myself graduated from function to structured to object oriented to object based. Just great and evolving too.
