because not everyone speaks of measurement in the same way. Gallon and Liter both measure liquid volume, but not the same volume. A conversion factor allows us to determine the volume of a container in both liters and gallons.

The units you measure something in depends on the measurement tool you have. Those units may not be understood by someone else, so conversion to a common system is necessary. One of the most embarassing NASA mission failures (see ref.) was due to a units conflict.

Internationally, people don't use the same units. It's to standardize the measurements. Take the S.I. Unit for instance. The other reason is that because every value has suitable units to be used. You don't use milimetres for the Earth's radius or its distance from the Sun.

Many units are historically based, while others are convenience based. People like dealing with answers that are 0-100 as an answer rather than 0.00045-0.0083.
