That would depend on the type of bags your making !!
A trade show would give you the most populace of organized purchasers.
Either New York, Chicago or Atlanta's should do it.

I would look at first at your area's small businesses. You could give free sample to them to use and if they are happy with the quality then they'll order. Try a website posting too.
