When I went to India, I saw no one was following the rules, they spit, urinate in public even on streets. They don't follow the traffic rules on road and hoot unnecessarily. Also they are never panctual even the public transports like trains, buses come late and it's very commoin there, why is it like that? why are they very much spoiled?

What you are referring to is deviance. In our country we practice a concept called deterrence to prevent this type of behavior. This is simply the use of one example to deter people from doing a crime. For example, we will be really severe on some people so that they can be an example to other people who are thinking of committing the crime. We hope that this person who is thinking of committing a crime will think "man, I dont want to have to go thru what that person has had to do!" I would guess that in india these petty crimes have little or no consequences. In our country if you pee in the street you will be arrested and go to jail for public indecency. Sadly enough, the person who pees in the street will have to stay in jail while a sex offender gets sent home.

Some places are not civilized. It is very common that in a overcrowded country with millions of people, it is very hard to make everyone follow rules. They are not spoiled. They just haven't been ruled in a strict way.

because they are use to it, a man feel no sham pulling over his car and pissing right on the road side it make woman so uncomfortable but its just how it works in India.
if you goto Bus stop, government offices or any park you will surely see people pissing every where.
