First of all, a certain answer would be that Grand Theft Auto: San Andreas is the best PS2 game today. However, just because a game with special details like complete freedom of doing what you want has the success it had doesn't necessarily make it the best PS2 game. The real best PS2 game is the one that truly makes you feel happy because:

1. You can be entertained.

2. You are able to do stuff you can't do in real life

Those are two things that no other game can do for you so far. Of course, it depends on how long have you been playing games until now. If you have been playing for, say, the last three to six years, you know what to choose. If not, I suggest you play as much games as possible and read gaming magazines in order to answer that question.

The Grand Theft Autos are in a category all to themselves with the free game play.... it was revolutionary.

One of the best games out is God of War. It's a gorgeous game, and it holds your attention so you want to finish. Also, It's challenging, there is a little of every aspect of game play and the controls are easy to use.
Silent Hill was a great game, too.

The worst I've played in a long time is the new Jaws: Unleashed. It's got a boring storyline and the controls are awkward and difficult. Chomping people to pieces will only hold your attention for so long.

I would have to say Guitar Hero. My brother was the one who gave the game to my family and we have the best time with it. Instead of the regular PS2 game controller you use a guitar controller. It has great songs to play and it's fun to watch others play as well.
