They are doing some restoration work - the dude's been up there for a while and he's looking a bit worse for wear. Its a bummer for anyone that is sightseeing in London at the moment - trafalgar square just doesn't look the same. I think the work is due for completion in September.

They are cleaning and refurbishing it.
