Anything they are not entitled to (e.g. cig's and alcohol); any prohibited substances (drugs, weapons etc!) animals contravening the quarantine laws.

Other than that I can't think of specific exceptions (there was a kid a few years back caused a hell of a fuss bringing back an old grenade or shell found at a french battlefield).

You can't bring agricultural products, (without them being inspected and approved by a professional) raw soil, etc, or unlicensed weapons and explosives. After that I'm not sure.

Unless it's a fresh food, meat, or plant product, or is a dangerous/banned substance (drugs, guns, etc.), then you can bring back anything you want.
