Possible, but not a good idea. Most laser eye surgeons require that you have a stable prescription for 3-5 years before they perform surgery. The reason for this is that your eyes are still changing, and if they continue to change, then you will no longer have the perfect or near-perfect vision that the surgery achieves. However, you should always consult a real doctor to answer any medical-related questions, as complete strangers on the Internet may give you faulty information.

Sure you can. What my dad's doing is going to Colombia. They have doctors that are like REAL doctors, no bull crap, they did college and everything. Only difference is, their the surgeries $500 for both eyes. Plus, you can make it into a vacation.

In most states you can have surgery at 18.
I've had 3 operations on my eyes so I'm fine with it.

Only an eye doctor could tell you this for sure and preferably one who has all your eye history.
