In most cases, it's always best to follow-up on a resume submission via phone. You don't want to be viewed as nagging and this way you aren't invading anyone's schedule by showing up unannounced. It also doesn't hurt to follow-up via email if you know the email address of the person who is interviewing for the position.

but best to set up an appointment first... which can be done in person.
it'll look like you went out of your way in efforts to work for the company, rather than do it the easy way and pick up a phone.
would be considered as a pest if you continously bother them after you already got an answer.
