That is the way to do it for a clean install. Your XP CD will offer to do it.
Remember you are going to lose everything on the drive. Be absolutely sure you have any data you want saved on a CD, DVD or floppy. There is no going back.
The XP CD will run on a formatted HD but XP will prepare it for you. You don't have to format it.
Your BIOS will be fine.

Formatting the HD will not cause the CD-ROM to stop working. Formatting is only deleting information off of the HD and nothing else inside the machine. The Bios is stored on a seperate chip on the motherboard and will not be erased when formatting a HD.
You may have to modify the BIOS in order to boot from the XP CD, that is go in and set the boot device priority to look to the CD-ROM first, then the HD or whatever order you want things in. Another way without accessing the BIOS to boot from the CD-ROM is to press F10, F12, or a similar key while the computer is loading the bios. This allows you to select which media you want to boot to without making changes or accessing the bios. When the computer is loading the BIOS somewhere on the screen will be options to select "Enter Setup" aka the Bios, or the other one will let you select your boot media.

I would strongly urge you to download and print some instructional material from both Windows and HP support.
Depending on the precise method you choose to do the install (there are more than a couple of choices), you risk wiping out everything, including the driver for your CD. Make sure you go into your bios and select the CD drive as your boot device as one of your first steps.
There is also a Repair Console feature with XP that you should read up on. Finally, if you have it activated, XP has a Restore to Last Known Good Configuration utility that may help.
Good luck. This is a much more complicated situation than the (incorrect) one-word answers you have received so far.

seems to me that u want to format the partition which has windows on it. Do understand its not as simple as formatting any other partition...
U'll need the Xp bootable cd. go to bios..change the first boot device to cdrom. .Put the cd in and exit bios. The system will restart and will ask u for conformation to boot from cd. Once that is done and all drivers are loaded... it'll give u an option for
1. format and install
2. Keep existing system and install
3. install on another partition.
Select the option to format c: and install... choose file system of ur choice(NTFS.. if more security wanted.. else FAT32 is fine).
... leave the rest to the system...
BIOS will remain as before.. the only way to update BIOS is flashing it.. but that's a diff thing all together

Question!! Why do you need to format..Yes you can install xp disk straight from format. make sure disk is in cd rom BEFORE you format..Follow on screen instructions...Make sure you have your O_E_M serial number before you format or you wont be able to do anything.. Good luck........By the way... You can put in the os disk and press re-install/repair without having to re-format.Turn off auto start first and right click cd icon and explore the disk first to find what you can do---that way you will learn how to do more with your xp disk...

Clean Install , perfect !
BIOS info has nothing to do with hard drive
Just set up bios to boot from CD
Make sure u've saved u'r data on CD / DVD ..
Insert Win XP disk and reboot
Boot-up from CD not hard-disk
You will be prompted if tou want to format your hard drive
select yes & format u'r hard drive
then install win xp ...
CLEANEST INSTALL !

i'm no longer effective why you're going into DOS. Are you booting from a CD or a floppy disk? you want as well from a domicile windows XP CD and then stick with the steps of the installation wizard.

yes but no need to format unless you really want to as when you put in the CD and boot from it you will get an option to delete the current partition then recreate it and format. Don't do Quick Formats though.
