Ten percent of the cash value in the wallet. If you only carry cards then they should hypothetically calculate the value of the time you would spend to report the missing items and the time you would spend to issue replacements.

a small reward is fine, $10-20 bucks. If it used to have money in it and doesn't now the person returning may have taken it, but odds are they found it already cleared out. Normally people who took your money wont bring the wallet back. Not to say that is always true, but if you steal someones money would you bring the wallet back to them?

It depends on what was in the wallet and if the person returning it had to go out of their way at all. If there was alot of money and they didn't take it, some reward would be nice. But if it was empty and they didn't have to go far to return it to you, I don't think anything is necessary.
