No, he's not. Stupid, I know! So yeah, there was really no point in making this movie because the originals aren't even in it.

According to the Internet Movie Data Base, Vin Diesel is not in the new movie. He wasn't in the second one either...

not that i know of. he left in the first one at the end of the movie. he hasn't been in them since. besides this one takes place in tokyo and i don't think it even has paul walker in it.
