What time during the day is it a good time to call a company(Construction job) checking on your status of your application or resume and to ask them for an interview?

during their business hours, more specifically, with a construction company, try during the lunch hour as you are more likely to get someone on the phone than any other time of the day.

Every company is different. However, here are some guidelines on the best hours:

Don't call midday. This is when people are usually taking lunch breaks or attending meetings.

Don't call right when the company opens. Many times, the person you are looking hasn't even come in yet. But if you have a clerical question, which the secretary can handle, mornings are the best time.

Try calling around 11, before break times and before upper-level management really gets into the meat of their work.

Try 4-5pm. You might be able to catch someone before they leave the office. Or they may even stay late into the evening.

I wouldn't call - I'd stop by and politely remind them that you're eager to work for them and are available for an interview at any time. As long as you're polite, and leave if they suggest it's a bad time, face-to-face is a lot better than the phone.

I never hired anybody because of a phone call, but I have hired them face to face.

during their business hours or 9am-5pm, definately not after 5pm and during lunch (around 11:30-1) might be hard to reach them.

for an interview, call asap in the morning as they may have interviews set up already and hire early in the morning.

added: if you go in for an interview, have all your paperwork and id info with you.

I would say after nine am that is when most business consider their time for opening or answering phones.
