Sometimes sites are deleted, and sometimes people create links, but due to misspelling there isn't anything there. There are a lot of possiblities.

It means that IE was not able to open that site. If it is happening with EVERY site, you are not connected to the Internet. If it is only happening with certain sites, it means that the site is no longer there, or the address has changed, or the link to it is wrong, or that the address is mistyped, etc. You may need to do a Google or Yahoo search for the site to see if you can find a correct address for it.
