Restart your computer in safe mode, i.e
--- When the computer turns on keep tapping the "F8 key" until you see "Advanced windows menu options"
---High light "Safe Mode" With your up and down arrow keys and push enter. (If you are using XP you have options as "Safe Mode with networking" Where you can access the internet in safe mode.)
---Then select the Operating system
---Now in the login page you will have your default "Administrator account" and an extra "Administrator account"
---The default account will ask for an admin password.
---So select the new Administrator account
Now you can access the computer and if you have selected safe mode with networking then you can even access internet.
*Safemode with networking is only for DSL and Cable and will not work for Dial up i.e no internet if you have a dial up connection.

If you want to change the default administrator password,
Go to Control pannel -- Usser account -- Change an account --Select your Default admin account and change the password.

Note: Am not sure whether there will be any problem in changing . As it will give you a warning
"If you do this the Administrator will lose all EFS - Encrypted files , certificates and stored passwords and network resources"

You really need to reinstall windows. The previous own may have forgotten to delete personal files or there may be viruses on the hard drive. If the computer came with a recovery disk, you can do this easily. Just insert the cd and it will do the rest. If you got the regular windows cd and not a recovery disk, then use it to reinstall windows. There are also special programs on the market that will allow you to make changes (which I don't recommend). Put yourself in the seller's shoes. If this person was not computer savy, he probably left his personal files on it that he would have deleted had he have known better. Would you want someone looking at your personal files?

It would be easier and better to reinstall Windows. You'll have a clean slate. That way you are sure that all of the previous owner's data is gone. Also you can be sure it is free from spyware and viruses. Hopefully you got a restore CD, which is what you would use.
