Since you are asking this in "Homework Help," I am going to assume we are talking about the ancient Greeks and why their culture was "exceptional" when compared to neighboring cultures.
The Greeks of the Classical era (600-200 B.C.) are exceptional in three particular ways:
First, while most of the ancient peoples around them were ruled by "divine" kings, by 600 Athens under Solon ( http://www.e-classics.com/solon.htm ) was beginning to experiment with democratic government and laws written by men (not divine codes of gods, the basis for most ancient law codes.) Here is what the leader Pericles at the height of the Classical age said about their government:
"Our constitution does not copy the laws of neighboring states; we are rather a pattern to others than imitators ourselves.
Its administration favors the many instead of the few; this is why it is called a democracy. If we look to the laws, they afford equal justice to all in their private differences... If a man is able to serve the state, he is not hindered by the obscurity of his condition. The freedom which we enjoy in our government extends also to our ordinary life. There, far from exercising a jealous surveillance over each other, we do not feel called upon to be angry with our neighbor for doing what he likes."
Second, while most ancient art was stylistic (non-realistic) and symbolic (made to represent ideas and status,) Classical Greek art was realistic in its representation of the human form

Finally, the ancient Greeks developed systems of thought (like Aristotelian logic ) and means of inquiry (the Socratic method) that are the base of philosophy.

The Greek's ancestors are considered exceptional people because of their knowledge and achievements in fields such has astronomy, mathematics, chemistry and others. The ideas that they have are usually way ahead of their time.

Maybe for their ancestors but modern Greeks only know how to run lowsy diners and make gyros. I don't think the Greeks of yesterday would be too proud.
