The yellow and red cards came into use in the 1970 World Cup in Mexico. No one was red carded at Mexico '70 but yellow cards were used. The first red card in a World Cup match was given to Caszely of Chile at the 1974 World Cup in Germany. Mexico '70 was also the first World Cup in which substitutions took place. Also beginning at Mexico '70, FIFA signed a contract, still in effect today, with the German sporting goods company Adidas to provide the official World Cup ball.

I think it was in 1970, if I recall. If they were invented before, Hungary would be champions in 1954, and the Final in 1958 would have been Brazil vs. Germany, and Chile would never have been third place in 1962.
