The best Hell In A Cell was Shawn Michaels vs The Undertaker from Badd Blood 1997, it got rated as a Five Star Match which is a very rare occurence, the psychology in that match was off the chain, along with Michaels fall off the top and to top it off the debut of the monster Kane. My personal favourite.
Most people would say Mankind vs The Undertaker. Mankind made that match 30 seconds into it when he took the dive off the top, then got back up and got chokeslammed through the roof (which actually wasn't supposed to happen) but other than that it was nothing too special, it was actually Terry Funks idea for Mankind to take the dive off the Cell.
After those two Hell In A Cells the rest have been absolute piss-weak, they're just overdoing it now. They have raised the bar too high for anyone to put on a better match.

Hmm..........the best hell in a cell match that i've ever seen is the Armageddon Hell in a Cell Match at Armageddon 2000. 6 wrestlers in the cell at the same time, anything goes! Stone Cold, The Rock, Kurt Angle, Rikishi, The Undertaker, and Triple H! Is that a lineup or what? In case you don't remember why Rikishi was in it, it was because he was the guy that hit Stone Cold with a car at Survivor Series 1999. This was a great match with many high spots including Rikishi getting chokeslammed off the cell into a truck, which lead to a ruptured spleen, and Stone Cold and Triple H fighting outside the cell! It was great! Kurt Angle won his first WWE Title in that match as he pinned The Rock! Classic!
