Smaller fish get their oxygen right through the surface of their bodies so they don't have to breathe. Larger fish have gills. With gills the water they breathe goes in through their mouth and out slits on the sides of their body. They don't have to inhale and exhale. The motion of their swimming does the job.

Well fish have gills which are lungs for it. There is an exchange of gases taking place in the gills.
