Asians are no more or less intelligent than any other race or national group. They are however different in their cultural attitude toward learning. Great emphasis is placed on education by Asian families because it is seen (and quite rightly so,) as the route to upward mobility and success in life.
In many Asian cultures, high academic achievement brings great honor and respect not just to the individual but to their families as well. Also, education is seldom free and each child's education is an expense that must be borne by the family.
When Asians immigrate to America the family is relieved of the direct cost of their children's education to a great extent. There is thus a strong drive for them to make the most of their children's new educational opportunities.

Genetically, the average asian has a higher intelligence and stronger focus than the average person of other races. The average IQ of europeans is 100, whereas the average IQ of chinese is 110, koreans 112, and japanese 115.
As for why such traits evolved, they may be the result of the centuries of feudal tribes and kingdoms and execution-oriented punishment systems, which caused a large amount of killing, and therefore quicker evolution.
As for all of those people that think that the superior abilities of asians are merely cultural, then I advise you to find an unintelligent person with a play ethic and breed with them. Then, raise your children according to a culture of knowledge, intelligence, and work ethic. After all, doing so would curtail the bad culture that is supposedly responsible for bad traits, so by all means, do so. ...I personally will not be doing that though, as I am a mostly-genetic determinist.

The student and the parents value education. When you truly value something you give it the time and attention it deserves. It's like asking why do some families have several great actors, or musicians? These are all great examples of the effects of culture on children. Look at MTV on any given night and you will see the message we as a nation are sending our youth. We are creating a "Girls Gone Wild" generation. There is no denying the effects of culture.

Currently I am in taking an MBA class with a number of Chinese students. It is my opinion that they are very book smart. I noticed that the can memorize the entire contents of chapters, which is great for a test, but when it comes to application they are somewhat clueless. In a conversation with my professor he told me that people here (US) are great for thinking out of the box while many in Asia work well in the box.
