Smiles, you don't need plans, and I have a suggestion.
Take a 1 or 2 liter soda bottle,,,(your choice of brand) and drink/empty it. wash it,allow it to dry completely, then get dowles, and or use pencils if nothing else.
Now,,, this is the adult part.
Poke holes, in the soda bottle, level from one side to another, to insert the dowels. Then with a sharp knife, cut openings just above the dowel placement holes.
Then ,,,(and now back to the part the child can be involved in.)Have the child insert the dowels, tie a cord around the bottle neck, or poke holes for the cord, in the neck. Fill to an appropriate depth with whatever food substance you can fit through the bottle opening, Save the cap to screw back on, and hang that on a tree branch, fence post, etc.
For the sake of the child, I suggest hanging it where a window access allows the child to view the results of their efforts.

No matter how simple, it could be a little overtasked for that age group without help. I would suggest a simple pattern design where the pieces of the feeder are prefabricated and any fitting can be done using a nontoxic glue like Elmer's.

pinecones, peanut butter & birdseet
roll the pinecones in the peanut butter, then in the birdseet.
use yarn to tie them up
the peanut butter holds the seed on
we used to to this all the time as kids... so fun! just put the seed in a foil pan and take it outside for a great outdoor afternoon project!

An empty sardine tin can be tied to a fence, tree or post. You may need to puncture a hole in the tin for the child.
