To get rid of the dry skin that's already there, *gently* massage your lips with your toothbrush, but moving it in little circles over your lips. You may need to do this more than once to get rid of all of the dry skin, but don't get too agressive.
Once you've gotten the dry skin off (or at least most of it) smother your lips in lip balm! Use something like Chapstick or Burt's Bee's lip balm...something with SPF, and that is meant to heal your lips (not just a lip gloss)! Keep the lip balm with you, and reapply frequently.

You need to put some lip balm or vaseline on over night and then scrub the dead skin off with a toosh brush or get a lip scuff stick from the body shop.
Then in future remember to put a lip balm on every time you go out th house to stop them drying out in th sun and wind.

put lip balm on your lips and let it stay until your lips feel soft. then wipe off the lip balm and use a wet cloth to gentle wipe away the dry skin(if the skin is soft enough the dry skin will detach easily from the hydrated skin)

Vaseline is the best trick, use it 3 times a day, it really works, to avoid that next time definetley start using a lip balm that has some sunscreen in it.
Try this it really works;
chapstick lip balm the cherry kind !

Brush your lips with an old soft toothbrush. It exfoliates the outer layer of dry flakeyness.
Also, drink lots of water and use an oil (not petroleum) based lip balm to keep them moist.

gently rub with a wash cloth. Before bed put some vasaline on and it will wipe off easily in the shower. Keep lips moisterized to prevent further issues.

I bite mine, but thats not good. I wear lip balm/chapstick its called Blistex and says lip medex on it and it's blue. If they get real bad then put vaseline on your lips before you go to bed. When you wake up they should be soft. (=

When I was a teen, which was sadly a while back, Cosmo mag was our bible, and in it this is what it told you to do, and my friends and i all still do.
Take an old toothbrush and stick it in some vaseline. Proceed to scrub your lips.
Real simple, real easy, and it made our lips ultra smooth, and gave them that cherry red colour.

use a damp toothbrush and GENTLY rub your lips for about 15 sec. no more or they will be raw. then apply a emollient lip balm, not gloss. anything w/honey, wax, or even use olive oil. your lips will be smooth, soft and sexy
