I think you'll find a lot of it was made up by Ian Fleming who wrote the books. He worked in the Briitish Secret Service and combined this with his love of writing. The double zero "licence to kill" was made up by him. There was something with 00 that was used in the Secret Service but I can't remember what it was - maybe a code that the person was an agent but I may stand corrected.

Licence is a noun. License is a verb. i think if he's licenced to kill it signifies that he has a piece of paper to say that he's allowed to kill. If he's approved to kill, it signifies that someone has let him to kill.
