Suspect it is referring to the midi abilities within the card. It means that the card is about to play the sounds of 128 different instruments (trumpets, grand piano, drums, etc.). It uses files with the extension .mid (or .midi) to do this. The midi file is like "sheet music" for your computer that tells it how to play the build in voices or instruments. 64 or 128 voices are pretty standard in sound cards today.

Sound card can produce up to 128 different type of noise white noise or many other type. Lets say you want Yamaha keyboard sounding of violin your sound card will be able to produce it.
