This is a difficult answer because we can not win but that does not mean terriost organization are winning either.

It is like the war on drugs. Can we win that war either?

You can not win the war on terror. Terrorism is a tactic, it exsist in many many forms. The US uses terror, we call it Shock and Awe, but terror non the less. Unlike wars by states and governments, who would sign a peace treaty, or agree to surrender. Terrorism is a tactic not a country which is why we conquered Afghanistan but only to attack the Tali ban.


However.
What i think your asking is if we can effectively destroy and root out major organized terror groups. the answer to that is yes, but not under the Bush administraiton.
It requires not only reliable intellegence, but massive nation building, and diplomacy.

If we had turned Afghanistan into a prosperous nation, rebuilit, gave people emoployment, education, liberities within their culture, it would be the envey of its neighbors, it would be true american democracies calling card.

Instead we created a Islamist Extremeist Training ground and a Iraqui civil war for power.

The "war on terrorism" cannot be won until we start striking at the root of the problem instead of attacking the results. If you are trying to remove a tree, do you start plucking off leaves, like we are doing, or attack the roots?

Plenty of people are profiting from this war, mostly defence contractors, and oil speculators. But no one is "winning" this war, most are just treading water, if not sinking deeper.

does anyone really WIN a war. when the day comes and young, teenage boys in Iraq don't have the fear of being stolen from their families to become a trained killer; or when women can leave their husbands, speak their minds, get an education if they want without being tortured, mutilated or killed; when the people are no longer scared for their safety on a daily basis then we could say the war has been won.... by who??? i say by all the Iraqi people and every soldier fighting the cause, regardless of what country put them there.
