No. Rebooting means to turn the entire computer off and back on again. You can do this by going to the Start button, select Shut Down, and in the window that appears select either Shut Down or Restart. The advance to Restart is it turns the computer off and back on without you having to push the power button.

Opening and closing your browser means that you click on the x at the right hand top of your screen (which will close it) when you have your browser screen open and then just click on your desktop icon for your particular browser and open it again. That should do it. Of course, when all else fails, reboot (power down and power up) your system. Hope this helps.

Rebooting means to turn off and on your computer or program. Which will refresh and reconnect hopefully in a better working condition. Sorta like hanging up a phone call that has statitc and calling back on a clearer line.
