Don't use steroids. ever.

Am assuming you already lift weights, so do a lot of reps with the weights. Be able to do at least 20 with each set. Don't raise the weights unless you can do a lot of reps with the current setting.

This should give you good muscle strength and deliniation w/o the bulk.

If you want to be a good pitcher, you have to let what happens to your body happen. Pitchers need incredibly strong shoulders, just to keep from injuring themselves. I don't think there's any way to keep your shoulders small, but think what I good pitcher you'll be with big ones!

The thing to remember about pitching is that the most important thing are your mechanics. Try to focus on proper positions while pitching. While I am sure that strength is important, I can't see any reason for a female to bulk up in order to be a good pitcher. If your pitching has solid mechanics, and the ball has good movement, you shouldn't have to worry about getting bulked up to pitch well.
