There really is no way to answer that simply.
My suggestion is to not bother, and use Yahoo e-mail, or Hotmail.
Basically, if you want to use Outlook express, you need a POP server (told you it was not simple).
It allows you do download the e-mail to your local machine.
e-mail is just data, like everything else on a computer. You have to be able to get it from the source to your computer to use Outlook Express.
Frankly, I find Outlook to be really annoying. You get 2 gigs of disk space on Yahoo pretty cheap. Or google if you prefer. or MSN. The advantage there, is that (1) you can get at from where ever you are, and (2) It is external backed up storage.
If you want a particular e-mail on your computer, there is always copy and paste.
I say forget Outlook.

Open Internet Explorer, Click Tools, select Programs, Select Outlook Express in the Email slot.

This is a very easy thing to do when some one tells you every tiny thing to do.....until then its very difficult and Outlook is temperamental..I am new too...I had a great deal of trouble I followed instructions to the letter about pop mail and servers...nothing would work...Finally in desperation I contacted my broadband server....they talked me through the process on the phone...every dot and comma must be in the correct place and all the correct boxes ticked....I would advise you to try your server if they provide this service...I do wish I could give a simple answer. All u need is an internet connection (even old Dial-up)
and a POP3 email account.
All relevant settings ie mailserver addresses etc will be provided
by your isp / mail host.

i am tellling you this step in consideration that you have outlook express.
first of all you require a pop3 account, pop3 account is a email account which allows your to download your mails from server to your local pc. some of the free pop3 account providers are gmail.com,hotpop.com...
Now accessing your mails from outlook express all you have to do is to goto Accounts--> Add Account-->Enter the Email Address-->Give the POP3 and SMTP server name of your Email provider..
you only need address of your POP3 and SMTP server and one account..thats it..,
