Because they are perfectly designed for their environment as it is. It's amazing how animals are built with everything they need to survive where they are.

Colours have nothing to do with where you live, really. It's an evolutionary adaptation for the landscape or environment. By that logic - why aren't cheetahs black & white? Why aren't giraffes? Alligators?

Zebras are adapted to blend into desert grass. Penguins are adapted to blend in with back-lit sky while underwater.

Most predators see monochromatic (shades of one colour - i.e. like the infrared option on early cameras, such as seen on reality TV U.S. chopper cameras when pursuing suspects at night in poorly lit areas), which is why black/white stripes work as camouflage against a background of tall grass (as in the savana), why they are black and white, no one knows (evolution ??).
Zebras are mammals, and very few mamals thrive in S pole conditions (polar bears), but zebras could not pssibly live in S pole cond., for they have very short hair on their bodies not designed to trap heat (as polar bear fur is), and they also have very little body fat.

Also to note that not all penguins live in the Antarctica, there are even some species that are found on the Galápagos Islands, which as a tropical climate.

zebras are black and white so a herd blends in with eachother and surrounding grasses to confuse predators. penguins have black backs so predators cant see them in water from above and white stomachs so fish cant see them from below. note the difference in camoflauge choices. zebras cant use camoflauge in a place where they swim so much. penguins cant blend in with grass.

their stripes blend in with the grass lands they graze in and it acts as camouflage.
