For most online work and word processing, it's plenty fast. Your problem might be that Windows is overloaded with junk or infected with spyware - it happens even to much faster PC's.
Hopefully you still have a copy of Windows that you can reload. I recommend backing your stuff up to DVD or a 2nd hard drive and then formatting your hard drive. You can search the net for help...

As you put it in your question, 850 MHz is a little more than the minimum requirement for Ran online to be playable (in other words, to run at the lowest possible settings), though other factors might be interfering with your experience. For word processing, basic photo manipulation, spreadsheets, and some programming tasks on older Operating Systems, that speed is good enough. For gaming though, especially with the more modern titles, you need at least 1 GHz to manage the game along with any background utilities you might be running. Now, your problem can come from either your hardware configuration or your installed software. Let's talk about your hardware first.
How much memory do you have? 256 MB of RAM is enough to ensure that you won't experience any program lock-ups due to memory issues. What is the memory of your video card? 64 MB cards are usually enough to run mid-end games. How much storage capacity do you have free? Sometimes, virtual memory allocation is a cause of program hangs; 10-20 Gigs free is more than enough to handle most games, in my experience. One of these may be the problem; check out the Systems Requirements Labs at http://www.systemrequirementslab.com to see if your PC can handle a certain game before purchasing it! You can save yourself a world of hurt if you do so.
Software-wise, how many background applications do you have running? An antivirus program, firewall and the game itself on a low-end system puts an incredible load on your system; along with any spyware that might be on your system, it's no wonder why any program won't crash. Scan your system with F-Secure, Ad-Aware and Spybot: Search and Destroy (both free and relaively effective). Also, it could be an outdated driver causing your problems. Check the manufacturer's website for updates (i.e. drivers and patches) to your BIOS/motherboard, video card, sound card, network devices and other miscellaneous equipment attached on your system (e.g. mouse/keyboard, CD-ROM). Make sure that you are running the most updated version of your operating system with all the latest service packs and patches. Also, make sure tht you are running the most updated version of your application. Check the program's site if there are any offline patches you could install. If all else fails, consider backing up your system and installing a fresh copy of your OS, then.
Hopefully, at least one of these should resolve your issue.

I agree with the other 2 users.
It depends what you are planning to do. Internet searchiing, email, card games, light games are ok.
If you don't have enough physical memory 512MB.
Look to see what o.s. system you have and how much hard drive space you have. You should have atleast 5 GB free.
Make sure you don't have too much stuff in the start tray
Defrag hard drive..

fnkycolmedina is right - I'd download Window Washer from Limewire.com to clean all the crap off the system and if your anti virus software isn't up to scratch, I'd also get Norton Anti Virus.

yea, its quite slow.these days, you would want something ( if you only do online surfing) a 1.6 ghz or so (1600 MHz i think)
