Who is worse... Bush or Usama?

Is Bush more harmful to the world or Usama... considering the resources available to either and the levels to which both can sink?

both of them are just as evil. one thinks he is the savior of the islamic culture and one thinks he is savior of the world. both of them think they are the holy saint and both of them are just as dangerous.

In one of his latest audiotape which was released on January 19th, Osama Ben Laden had declared: "If you [Americans] are sincere in your desire for peace and security, we have answered you. And if Bush decides to carry on with his lies and oppression, then it would be useful for you to read the book _Rogue State', which states in its introduction ... " He then goes on to quote the opening of a paragraph (which appears actually in the Foreword of the British edition only, that was later translated to Arabic), which in full reads:
"If I were the president, I could stop terrorist attacks against the United States in a few days. Permanently. I would prefer the worse is Osama,but I think you are mistaken about Usama its Osama.
Why? He was involved in the accident or tragedy that happen in september 11 that killed more than thousand of people inside the twin tower,that were killed.
He also did something in Iraq, against the law.
And was later caught, while searching for dead bodies he had a video tape that all explained of him and the accident toward the plane crash and the twin tower.

If Osama didn't orchestrate 9/11, Bush wouldn't be on a figurative rampage. So, I would say Osama is. At least Bush has to answer for his actions, such as if civilians are killed in Iraq. Osama never does that. He didn't say anything about the Egyptian bombings, which many militant groups later criticized...
