TO love is definitely better. The feeling of giving somebody that affection, the selflessness, feels much better than just being loved. I mean, yes, to be loved is a wonderful feeling, but it is even better to love because you do not owe that person anything (which is a complete contrary if you are loved by someone but you dont love him/ her back, haha).

To return love is common sense.
To be loved is wonderful, but if the love is one-sided, then it is usery and selfishness and leads to soul rot.
To love another is often unexpected and causes one to grow as a person. To love a group can be very comforting because someone in that group will probably be returning that love at any given moment. To love when no love returns is to become enlightened and to love where one is hated is to see with the eyes of God.

if your heart is closed to love then it's better to love but if it is not is better to be loved...empty words like love mean nothing...because people make the meaning of words..to sound like they want!

According to me to love is more important because its in my hand,i love to be loved if my actions are positive and behaviour is loving there is no doubt that i would be loved so i need not bothar about it.Can i love others ?can i spread love instead of hatred ?that is more important to me and thats todays requirement.

In order for anyone to be loved, one has to first, love. If everyone thought it better to be loved, who would do the loving? It is better to love, logically. Being loved will come second.
