definetly when it just left the bowlers hand.......as soon as it touches the ground the speed of it definetly decreases and the ball never reach the batsman with all the speed........most indian pitches after a retardation of 18-22 km/h while australian pitches offer 8-12 km/h........

well yes that is correct the speed is measured when it reaches the batsman but it has bounce from the pitch so but akhtar has reached that speed bret lee is trying hard lets see who throws 100 m/hr ball for the first time

the actual speed is when the ball reaches batsman.At the time of hitting ground , it loses some pace(2-5%).

it is measured by laser techo meter, and the fig is taken as an average of different readings taken from the time ball thrown from the bowler hand till it touches the bat or passed by wickets.
