If all the matches in a group finished 1 - 1, who would go through?

Say all the matches in Englands group finished one all draws, how would they decide who went through, cuz everyone would have the same points and goal difference and there wouldn't be time to fit in play-off matches?

By the way, to the people who said "whoever scores the most goal goes through" and "goal difference", congratulations, I am speechless!

there are two further criteria to decide which teams advance in such a situation:
the first one is "fair play rate", which is a score which takes into consideration the number of yellow and red cards.
the better ranked team advance.
in case this ranking is tied too, then it is considerd the fifa world cup ranking: the better team advance.
in the last case a drawn is made

if paraguay scored an own goal, and had they drawn 1-1, would that have made it 2 goals to paraguay making them go above England on number of goals "scored"??

IT IS NOT UNDECIDED. there is a law in FIFA official laws of the game for worldcup that says if all of the games of a group been drawn with same results they select teams by chance. i mean ballot.

It would be decided by disciplinary records!!Least amount of red cards,yellow cards,fouls etc.
