be + past participle -------passive voice of the verb (the subject is not the doer of the action)

there's also be +present participle (the subject is the doer, and the verb is in progressive form):

I will be writing everything on the board.
Robert would be singing on stage.

there's also be+adjective (the subject is described):

I would be afraid.
It would be impossible for me to do that.

You might want to know the difference between, and the purpose of TWO voices in grammar.

It depends where the speaker or writer wants to put the emphasis,
according to the particular situation.

Look at the last example. The active voice is used because the speaker wants the emphasis on 'the teacher', ie It was the teacher and nobody else.
The passive voice is used because the speaker wants to emphasise 'this problem'. ie it was this problem and not the others.

I hope this helps you.
