Usually it depends on the appetite of the specific person also it can depend on how good their partner is. For example a person who naturally does NOT want/need that type of more intimacy usually doesn't seek it frequently even from a loved/much experienced one.....on the other hand a person with a more highly libido may not even seek out a normal rate of intimacy from a person who is 'awful at the act'.....but all things being generally being even, usually the male is more ACTIVE due to higher levels of testosterone which may even wake him up in the morning 'ready'. Besides men are more Visual and there ever more images for him to become excited by. Of importance is the fact that the male usually reaches completion in every act --- while the woman usually does not --- therefore the male knows that the payoff is there and the female knows that it's a 'maybe payoff thing'.

ok...personally i think a male gets more horny because... they think about Sex every second...but i think physiologically...we're sexual beings....we get horny because of our hormones and it just depends on our body...how much hormones are being produced, and depending on the time of the month.
